If I remember correctly I once found a tutorial outside the Hive on how to consistently do that to your terrain, a few years ago. Don't know if it was Wc3campaigns or what. With this I mean that there is indeed a way to do it, but sorry I can't really help =P

People have written open source pieces of code for various programing languages that can be used to manipulate a map's w3e file. The w3e file contains all terrain mesh data, including cliff data.
