Well, prepubescent boys' voice sound like adult woman's. Latter may be very rare here, but there are plenty of previous ones. A common practice in dubbing is using women as boy characters, for example Bart Simpson's voice is made by a woman.

Make him sound like both Khadgar from Warcraft 2 and Malver from Mental Omega 3.0. He is supposed to sound like calm, sinister.
