Yes it is. Custom kick gives an unfair advantage for the host.
If your NSG (Northrend Sharing Group) Aka Banlist.nl User, They'll ban you for it.
When (IF) dotaclient comes online again VCK will also result in auto ban.
Yes hosts can only use it. Its not like its possible removing a connection when you arent host.
