Validators: Detecting Persistent in Range?

Is there any validator that can detect if a Persistent effect is in range? I would like to find out if its possible to do this as instead of using dummy units for effects. I simply use Create Persistents as I find them useful for creating things like fires on the ground with damaging effects on units that walk over them.
