I don't know if this is bug, I uploaded a spell in the spell section but every time I update it the spell don't move to the top, is that normal or bug. If it is not a bug how will I let people know that my spell is updated ?

It's not really a bug, I honestly have been trying to find out what you have to do for it to get back to the top.
It may be that the update has to be released after a certain amount of inactivity, maybe to avoid constantly updated from getting to the top.

I always post in the thread itself, for my resources, when they are updated. This lets people who are subscribed to that thread know that it's been updated.

It is fine as long as it is a resource thread, like a spell or a map, to double-post, as long as it is not a general discussion thread like 99% of the other forums.
