1) You cant directly do that, its impossible, i've tried and tried and tried, it DOES NOT work.

What you need to do is make a copy of the peasent, and give it the G.I and M.I of a High Elf. Then give that the buildings you want to build from it.

There must be something we are missing. Go into the human campaigns and theres a secret one. it has high elfs building towers.
