Trigger to disable ability for player - incompatible with some spells?

So I have seen many similar threads but so far none that seems to adress exactly this issue:

I have a trigger that switches off an ability for picked players. My understanding was that this would neutralize the ability for all units of that player.

It works fine with most abilities, but it seems after some testing, abilities based on phoenix fire cannot be switched off via trigger. Even when said trigger switches off other abilities, the phoenix fire one keeps going.

So before I try to get around this some more, ARE there certain abilities that cannot be globally disabled via trigger, or should I assume something else went wrong here?

I suppose one work around could be to pick all of the player's (relevant) units and "remove" ability instead.
 
I know it does not work for certain abilities, Charge gold and lumber for instance, never tried with phoenix fire but that could be the case too

You could try adding a tech requirement (like a dummy upgrade) and set its level to 0/1 dynamically, but some abities also disregard such requirements so... Removing is probably the safest bet
