First, take a point-target spell and make it have no ingame effects (ie; silence with no targets, etc)

Next, create a dummy unit at the target point, which casts a custom thunder clap.

You don't need to use triggers to change the effect, just modify the Art - Area of Effect field in your Thunder Clap ability
