Can you train a unit from neutral unit. IF I want every player to be able to train units from 1 neutral passive unit is this possible? not to buy/hire them, but train.

I do not think so, unless you play a game with advanced shared control, where a team of players manages a single race/force together.
You could simulate it by giving control of the building to whoever clicks on it, and then releasing control when that player finishes building their units, or simply a timer to avoid hogging or trolling.
