Town Portal

I need to allow a hero to teleport himself to a certain type of neutral building with an item.
Currently using the "Item Town Portal" ability but I'll experiment with the others while I'm waiting for some help.

The building is classified as "Mechanical, Town Hall, Neutral".
Essentially it's an Inn, each town will have one and I would like the building to remain in ownership by neutral passive so that the tag "Inn" appears above when hovered over.
The hero should be able to teleport from one town to the next at the cost of a scroll.

This way you can teleport to the Inn using Scroll of Town Portal with its yellow circle and title intact.

Wow would ya look at that. I was half expecting to have to use a dummy unit or sacrifice the "neutral" aspect of the inn. Thank you kindly.
