To make a campaign I need....

So, a campaign can have imported/custom data defined campaign-wide. This means that if you have a custom unit you want to appear in multiple maps, let's say a custom hero that has a special skillset you want to transfer between levels, you can make that custom hero in the campaign editor.

Any map you add to the campaign editor can then reference and use any custom material you define, such as the hero.

If your campaign doesn't have unit information that needs to be reused across different maps, and doesn't have any imported material that you want to use across maps, then I suppose you don't need to worry about it.
