Actually it is impossible, because the only communicator that can reach Draenosh is still being built by SLA. So you need to deicde it without the Triumvirate.

You need to bread so until Hellwater embassy is finished you'll have one in Westafall (it is meant to be diplomacy center for surface dwellers). Thank the naga about slow progress.
