Awful freehand that lacks shading and definition.

My biggest suggestion is that you MUST stay away from MS Paint and use a proper painting program like Photoshop or GIMP, and learn to make at least some decent freehand.
There are many good skin/texture tutorials at the Hiveworkshop forums.

Meh, that tutorial is not that useful. It shows how to add highlights and shadows. That doesn't help you, if you apply shadows and highlights at wrong places...

If you use Photoshop, you should use the "Burn" tool, to shade

This skin has no shadows or highlights, there are parts that need to be alphead out, model you choosed does not remind on a female tauren. It's made in paint?!

It's (almost) impossible to make a skin that will be accepted on Hive with paint, you must use Photoshop or PhotoImpact.

No shadows, no highlights, and no creativity, none noticeable at least. You just covered the original outline in green, brown, and pink. Try adding your own style of armor to it, get creative.

Yeah, i bet someone can draw a nice Mooo-snout with a nice ring ^_^
That'll be nice and it'll look more like a Tauren chick.

And Taurens carry primitive stuff on them at the begining in WOW

make some Mooo-hide efect and this will be good.
