spellbook Cooldown?

Why is it whenever i use my spelllbook with only 2 custom spells in it, it always locks me out for a few seconds as if theres a cooldown to the spellbook? And yes there is cooldowns for my custom spells but i want to know how to keep the custom spell CDs and get rid of the spellbook CD.

Just set ignore cooldown and the whole spell inside the spellbook would have different cooldown.
