Hello friends, I'd like to submit a spell, but I'm not so sure if I could, for example, pick an external library(i.e. TimerUtils) ,over a local one, that is not on the Jass section. Thank you for any information you can provide.

I believe it shouldn't be a problem, but, Hive is strict (AFAIR) when comes to stuff like TimerUtils. I recommend to update your TimerUtils to the one used by Hive Jass Section.
Use whatever you prefer and it will be viable for approval. It doesn't have to be a system here.
We might make recommendations if we think one is better suited, but it won't affect the rating or approval of the spell. The only time where it becomes a problem is when the system has a particular fault that may cause the submission to have bugs, or if it the system is completely inefficient or deprecated.
For JASS submissions, it is recommended to use local systems when applicable (it just makes things better). TimerUtils is still usable for the JASS section, but for Unit Indexers/Table/Damage Detection we may recommend using the hive's versions.
