I believe the SFX is not just one, but multiple of them spawned at different locations within the AOE (I think it is between 3 to 5).

Its 2, 3 max of the same effect as mentioned above. At the same point I'd say.

As I mentioned before, it's spawned at different locations within the AOE, it doesn't gets spawned at the same location for multiple of times.

The base spell is Blizzard with no trigger work involved. The effect is as GIMLI_2 says, Units\NightElf\Wisp\WispExplode.mdl modified on the Blizzard (Effect). The Number of Shards is 8 and the Area of Effect is 250. This was from looking at the data for Nether Blast of DotA.
