[General] Spell Damage Reduction Aura + Silence AoE

How can I create a spell damage reduction aura that does not leak?
It basically needs to be exactly like Devotion Aura but giving 10%/20%/30% (depending on level) spell damage reduction in a 900/1200/1500 radius.

It would be nice if it can work with multiple units having it. Like the spell damage reduction does NOT increase if 2 of those units are together but I want any number of units on the map to have it and it to work.

Also I would like to ask how can I make a silence that works the following way:
  • Unit uses an ability (edited moonson for example)
  • It creates this field that can be seen visually
  • Any enemy non heroic units inside the field are silenced as long as they are inside
  • Any enemy non heroic units that leave the field are unsilenced almost immediately after leaving (maybe a 0.5 second delay is fine).
  • Any unit that re-enters the field is obviously once again silenced for as long as it is inside the field
  • The field should last for 20/30/40 seconds (levels 1-2-3)
  • When the caster stops channeling the ability (moonson; don't worry I shall edit it not to deal any damage), the field is broken.
The good thing about using Moonson for this is that I can make the ability deal some damage, like 5/10/15 damage every second etc...

The second thing you described is the Cloud ability, just change it to prevent Spells instead of Ranged attacks.
