I can't really say this is a lightning elemental because it doesn't looked like it for some people.
Anyway, this missile comes from the sky, you should try it ingame because it's hard to capture a screenshot. WORKS WITH BLIZZARD SPELL.

Niceee, we need more blizzard effects!!!
Indeed. It's really nice when someone makes alternate falling missiles. This one looks fantastic, I will certainly use it if I get the opportunity. =)
However, you might want to consider removing the ubersplat as it feels a bit overkill. That's a matter of opinion though, I personally like it clean.
