You have to edit one of the already existing terrain types of Warcraft.

To do this, you need a program to convert images to a .blp-format (http://www.hiveworkshop.com/forums/tools-560/warcraft-iii-viewer-62878/ can do that).
get an MPQ viewer and export the default tilesets (http://www.hiveworkshop.com/forums/tools-560/warcraft-iii-image-extractor-62877/ can open the MPQ and look at images).
The tilesets are named "TerrainArt\TilesetType\Tileset.blp" (so it's easier for you to find them), open those (you can convert the .blp-files to .tga with wc3 viewer, linked above) and edit them to your wish.
Some free programs that can edit .tga-files are paint.net and GIMP.

Then you need to import them with the exact same path as the one you exported.


Edit: for your information, the hive has a section for custom tilesets, but none of them is like the image you linked.

Get paint.net (free program, not too shabby) and convert it to a .tga-file.
Then convert it to .blp with Warcraft 3 Viewer (linked in my first post), I hope you've got the dimensions right because otherwise it won't work :D

Then just import the .blp-file in your map and rename the path (inside the import manager) to "TerrainArt\LordaeronSummer\Lords_Dirt.blp".
The terrain type "Dirt" in the "Lordaeron Summer" tileset will now be your custom one (so you have to use Dirt wherever you want your custom terrain to appear).

Sometimes it doesn't show in the editor, just start the game (test map) in order to see it then.
