You just need to extend your view range until it appears. As you notice it shows in water reflections so all you have to do is change hold control and then scrole the middle mouse wheele until it shows.
You can change the sky via the data edtior (editing the tileset data) or by changing the terrain pallet in use via the texture modifier under advanced.
Some texture sets do not have a sky model, you will need to add one to them in the data editor.
Secondly you will have to adjust the camera Z via ctrl+mouse wheele so that it shows up, as they are in the background this can mean a lot of scrolling.
