Encountered a similar problem a long time ago, I think I converted the file into Tga format, although it changed the color a bit, It worked..

Are you sure you have the correct path?
Try importing it and using this path: UI\Widgets\EscMenu\Undead\undead-options-menu-border.blp

Try using it as tga:
1.import
2.insert the path:UI\Widgets\EscMenu\undead\undead-options-menu-border.blp
it should work and if not then go:
3.game interface
4.option menu border
then replace the path with the one of the imported file
