Skill - Instant Construction (how to make?)

I'm wanting to create a skill that when starting to build a build you can use the skill to complete it instantly. This works on allied constructions as well, similar to the '' Build Power '' of the Insanity Attack map. But I can not create a trigger for the skill effect.

The trigger action you're looking for is Unit - Set Building Construction Progress. Set it to 99% (not 100% or the animation can bug out).

Well, triggering unit is referring to the unit who casts the ability. Try "target of ability being cast" instead of triggering unit. That should do it.
