Settings/Option (VB 2008)

How could I make a setting form that contains the options and settings of the project forms, example: an option that change the forms back color or lets say I am making a certain converter and I want to change the output unit, example: I am calculating velocity and want to cycle between (m/s) or (mile/hour) ... etc.

To open the option window I have to select the menu Tools > Options then the option window popup and of course making the application background form inactive until I confirm the change in the option window using the OK button.

Does anyone know how to do that ?
