Look at the trigger, i have putted a Comment text there where it stops

did you try a longer expiration timer for the dummy. i mean, has he enough time to cast the spell, did you check that? or make some tests like:
-ClosestUnits != null
-ClosetsUnits is valid target for that stormbolt
