Particle Emitter Rotating/attaching

How do you rotate particle emitters?
and while i'm at it, how exactly do you make them visible during certain animations only?
and how do you attach them to a bone(I looked around a bit and thats what people said to do)

There's a rotation option on the edit node menu, but what does changing the numbers do?
I've tried changing them and nothing happens.
The visibility i sort of understand, but how do you attach them?
Simply editing the pivotpoints doesn't make them move with the model.

....Not very verbose, but its a start.
As for making the bone a parent, please enlighten this idiot more specifically. When creating the emitter, do you right click on the desired bone?
