I don't think that you can . Anyways , If you want to import files into import editor ( Which is found in TFT) , Right-click in the white screen in the import editor , and choose 'Export File' Or 'Export Files....' And Choose your files . I think that makes your map an exansion TFT map if you already have TFT .

^you're mistaken, there are several ways to import files to ROC map, here's a tutorial about it

However Daffa, if he wanted to upload the map here, would he be redistributing the MPQ made by Blizzard? Is that not against Blizzard's EULA?

He's editing a map MPQ, which is built by the WE, so, I don't think that's a problem.
