Ok, just for me to recall your request.
You want me/us to tell you hero ideas that might fit into a Capture The Flag map.
You did not tell us any values (hp, dmg, att-spd, str, agi, int ,..) execpt the movementspeed range, so we are free to tell you anything and you'll have to rebalance ^^
As a reward for our ideas you say, that the dude we created will have our name...

Whenever a friendly unit within the AOE gets below 20% of it's health, this unit looses mana equal to the difference to 20% of that unit divided by 2/2.5/3/.... that unit get's healed to 20% of it's hp
This does not recduce Raszul's mana below 20% of his total mana.

This unit becomes less visible (25% per level, invisible at lv 4 - 20% miss/lvl on lv 1-3)

Beeing highly creativ Raszul often has ideas that could be transformed into quite some money.
Therefore, if he is able to write them down(see the requirement) he gets a 'blueprint charge' (if he already has a blueprint, he gets an additional charge)

Ultimate - activ/passiv
This creates a shield around Raszul. (gets replaced by passiv)
This shield absorbs a percentage and a set amount of every damage he gets.
Every damage absorbed (by the % part) gives the sheild some <experience>
Every damage absolutly absorbed redces the shield's <experience> by that much.
Every X <experience> increases the shields strength (both the % and the absolut part).
if the XP fall bellow 0 the shield vanishes (the passiv gets repalced by the activ)
every X seconds the shield's <experience> gets reduces by Y.
The shield starts with X <experience>.
Example:
xp = 25 (-1/sec)
percent = 10% (+2/lvl)
blocked = 5 (+1/lvl)
lvl = 1 (+1 every level*25 xp)
Raszul gets damaged by a fireball (100 dmg)
absorbed = 10
blocked = 5
come through = 85
xp = 25 + (10-5) = 30
percent = 10%
blocked = 5
lvl = 1
Raszul got now damaged by a magical arrow (20 magical dmg)
absorbed = 2
blocked = 5
come through = 13
xp = 30 + (2-5) = 27
percent = 10%
blocked = 5
lvl = 1
You see, the shield grows and weakens as time passes and with the damage dealt to it. (lower damage decreases it, while high damage increases it)
