Required but not included?

What does it mean when a texture is required but not included? I have been trying to import this: https://www.hiveworkshop.com/forums/models-530/townhalltroll-47545/ but I just can't make it work

Uh, the textures are included in the file. You just have to import them to the map and give them the correct path.

I think what he means is that sometimes it says it requires a texture but it isn't included in the download. That usually means that that texture is already in-game and that you don't need to import anything.

No, sometimes in the advanced information it says

Required: Yes
Included: No

Yet it is in the file.

If any of you have the time, could you tell me what i have to do to import that specific model, because everyone else seems to get it, but me
Keep in mind that i'm not a complete noob, I have imported tons of stuff

Required means you MUST use it
Included means its inside the ZIP you download with the model

But don't worry, it says "Included" No" but it is included.
