Well WC3 uses DX9 if not OpenGL (-opengl start argument), so you better have that installed.

@Fallensk: please install the DirectX 9.0c Runtime for XP / Server 2003. Some of its files are not included in Windows Vista/7/8.x/10.
The easiest way to do so is to download and run the DirectX End-User Runtime Web Installer:
