Probably because there so stinking cool that no one would play the other races. lol

I think it has to do with the equipment and item sets more than anything else. Naga can't wear boots or legs + the female naga has four arms. Would she equip 4 gloves instead of 2? Same w/ bracers, and why only 2 rings? And water is used as a boundary for everywhere in Azeroth, if you go to far you get stricken by fatigue - as naga it would be like WTF fatigue? And blizzard would have to either align them with a faction and come up with a race just as cool to balance them out on the opposite faction, or come up with enough feasible and desirable races to come up with a neutral force. With the naga-night elf hatred and naga-blood elf alliance they would probably end up on the horde if they did go to a faction, meaning the alliance would have to gain another race - of course the last one was draenei, which makes me think that blizzard has 0 new alliance race ideas.

If it were just one problem it could be dealt with, but naga have pretty much every problem to become a playable race in WoW
