In UT3 its much weaker.

It's just the area of damage. Otherwise, a single rocket in the face or two very near explosions are ok for 1 kill. =)
Also consider that in UT3 the RL takes much less time to lock a target.

Yes but in UT2004 you needed more than one rocket to kill.
And flaks firing rate is decreased.
