The armor is really blurry, and the lack of shading (or reaaally subtle shading) adds to the ambiguity of the skin. It would probably even still look blurry in 128x128, so the definition of the details on the skin need...more definition. The way you chose to represent chainmail seems like it is not working out to it's full potential, I'd recommend viewing other skins in this websites database that have chainmail for reference on how to make it, or look through the 2D art tutorials and see if you can find anything on making chainmail (I know more than 1 tutorial covers this) ;)

Short analysis : Color - 2/5 (Bad) - Why would a phantom be "Aqua" ?
Face - 1/5 (Poor) - Face and Cape colors are identical - Troublesome.
Hair - 1/5 (Poor) - Should be a normal scale gray, that would be great!
Ears - 0/5 (Crappy : Alpha imbalance?) - Should be same as face color

Suggestion : Since it's a "Phantom" Mage (and by "phantom" I hope you mean "ghost" or something along those lines) , you should work on the skin's transparency level while still keeping an "earthly" look. Add a bone chest-plate (though that may sound too undead-ish). I'd like it if you'd work on the cape, maybe add a little something to the end of the cape, a blurred or fade-out kinda look.

Over-all : Rating - 1.5/5 (not appealing to the eye)

And there's a lot of it. (Even if there isn't, it sure does look like it.)

A bit boring and there isn't anything to show he's a ghost or phantom besides the pale blue and the lack of a defined face.

To make him look a bit more ghostly, maybe adding some more variation between dark and light colors. Y'know, dark colors to make him look a bit scarier, maybe to show he's hollow so you know, there's definitely nothing in that armor :p. The lighter colors are just for highlights and 'glowy' or bright areas and blah.
