Afair IsTerrainPathable always returned the opposite of what you'd expect.
 
You could move a dummy flying unit to that location and see if its X/Y correspond with the point's X/Y. Assuming of course that the move unit function will move the unit to the closest legal location.

So, that function indeed can't work? Okay then, got it. Thanks..

It's strange that nobody has ever get this problem before. At first, I thought I did something wrong.
