As Mister_Haudrauf already said, you can rotate the particle emitter, but it's much easier to use the billboarded flag and/or use a large negative gravity value for the particles.
Well it works , but i need help too with the second particle emitter, i cant understand why isnt visible ingame, I set it for Spell n Stand Channel anims, they work good in Magos but not ingame :/

It works for me on patch 1.29, but I don't know about other patches. Try setting Start and End of Head (Life Span) and Head (Decay) to 0, and Rows and Columns to 1.
