overwriteable files

as far as i know not all files from the warcraft .MPQs can be overwritten.
my question is now if the text files inside the UI folder (findable in every of the 4 .MPQs) can be overwritten. i tried to overwrite them by import but nothing changed ingame

By "overwrite" you mean to try to overwrite them by putting the same file in your custom map, right?

It depends very much on the file. Some are preloaded at Warcraft 3 start and just cant be overwritten, others can be overwritten but only by creating text files in other places ~_~

lets talk about GlobalStrings.fdf
can it be overwritten? its located at UI\FrameDef\UI

Nope, many files cannot be overwritten because they are loaded when you start the game. Though, some can be overwritten in custom campaigns, as far as I know, since they allow for more adjustments, but generally, no, FDF files cannot be overwritten.

Warcraft has several thing unchangeable from a map, such as team colors, frame defs( .fdf ) etc.. If you want to use custom of those, you can only do if you edit the MPQ or use "local files" feature. Both method will affect every map.
