ORPG, What do I do next?

I have finished the terrain to the point I want it to now, till I figure out to do with the rest of the map. But I don't know what to do next. Heroes need creeps to test balance, and creeps need heroes. Think I'd like to do the talent system next. I can only find one system and its aweful.

Well... after you create the terrain the way you like it, you have to create all the game units, all the game skills, set them all together, create all the triggers, quests, items, systems, etc., then you publish it, and balance it over time
