Oinkerwinkle's Vertex modifier doesnt work

I downloaded the vertex modifier from www.oinkerwinkle.com and when i tried to use it it said that a file is missing or invalid
Does any1 know how to fix that? Or do u know any other free modeling tools?

That software may be compatible with only Win95/98/ME/XP. If you're using another OS, it probably won't work.

You may be able to find the missing .dll file somewhere on the net: try searching Google for the exact file name.
