Orvak Huin
Orvak Huin is the Imperial Jailer, and runs the Imperial prison, his methods of obtaining information, and obtaining new "Reformed" recruits for the Empire.
Gameplay: At level 10, you gain Orvak as a main hero as well as gain a free no cost, upgrade that spawns two Dwarf Heavy Gunners, and one Pirate for the Empire as long as Orvak and the Imperial Jail live, *and he's above level 10*.
