Odd Graphics Problem Running 60hz

Not really sure where to go for help on this, thought I'd try here since I noticed this first in Warcraft 3 (1.27). Whenever my 144 hz monitor on my laptop is forced to display 60hz, I get a translucent ribbon at the bottom of my screen duplicating the top of the screen. As a hz thing, I cant capture it in a screenshot. Has anyone encountered this problem before, and is there fix? Barring an actual fix, is there any work around for getting old Warcraft to run at 144hz? Messing in Regedit and -nativefullscr have been unsuccessful, as has pretty much any option in the nvidia control panel. Any help or information as to the nature of this problem would be greatly appreciated. Hoping its not indicative of a worse problem.
