i believe that theres an action in the initialization trigger. its a melee trigger and its like limit hero type for players. just delete it

Go to "Advanced" then "Gameplay constants". Scroll down to "Techtree" and find "Techtree-Dependency Equivalents-Hero" Any heroes listed here, will be counted as one of the 3 heroes a player can have in a normal game
Anyways if your heroes are not listed here, i think you can have as many heroes you want.
