Notice Compilation

I suggest to have a list of all notices put on the board, whether they are removed or still there.

(...I accidentally pressed X on one of them and don't know what it is)

We delete notices when they are done sooooo... But I like the idea. At least to see the notices that still exist but that you dismissed. Quick fix: log out. All notices are configured to be visible for guests as well.
