Player Group - Pick every player in (All players) and do (Actions)
Loop - Actions
Player - Turn Gives bounty On for (Picked player)
Player units give bounty gold, Neutral Hostiles give bounty gold in World Editor test map too, but when I host the map, they dont give bounty anymore. Any idea on how to fix it?

I don't know why they give bounty in the testmap, but the (All Players) group does NOT contain any neutral player. It only contains slots that were filled by either players or AI when the game started.
Make sure your map is not optimized by Vexorian's Optimizer. The tool is not 24 player aware so inlines Neutral Hostile with its old player value which is not Neutral Hostile anymore.
