well it's very simple... a trigger that spawn units and order to move/attack a region. after a while when the region attacked start to get overflowded, the units start to move like each one second, and keeps getting slower unitil the units almost doasnt move. How I fix it?

I don't think that is a good idea punish more the defendeing units like that xD
You cannot keep spawning units though. WarCraft III is not designed to have hundreds of units per player moving at once like StarCraft II is. If you keep spawning units you will eventually suffer from poor performance as WarCraft III (or StarCraft II) is not designed for large numbers of units.

You only really have 2 options available.
1. Spawn a penalty unit if there start to be more units than are capable of moving fluidly. Stop spawning units until the number is reduced. The penalty might be very strong unit, or even a buff to future spawns to compensate for those you were unable to spawn (and if the player keeps spawn numbers down long enough you can remove the buff).
2. Improve the spawned units in exchange for decreased spawn rate. Instead of spawning 2 units you spawn 1 better unit. Even still you will want to have a maximum limit on living units at any time to prevent movement problems.

It is a very common exploit many maps with spawns have. You can keep moving around and away from spawns and eventually the units are helpess to do anything against you as they come in single file. Then the game starts to perform terribly until the frame rate drops below playable when all players leave.
