Need help with item maxing.

Ive been looking over resources and cannot come up with one that is close to mine. Perhaps someone can help me look;

Im looking to create a system which limits the number of item charges to 10. Every time I try doing this, it keeps climbing and I am not sure how to set the limiter. Help please?
