There are at least a couple of these sorts of systems in the Resources section. Have you looked at those? They have documentation and implementation triggers, probably even examples too, to make it easy to use them. I suggest you peruse there first instead of trying to make your own from scratch since they're a little complicated.
Approaches like memhack only work for older version of Warcraft III. As such I advise against them.
For now it is very difficult to create such a system. It might become much easier in the run up to Warcraft III Reforged if it includes a better UI system like in StarCraft II.
