My cool program for WC3 and WE

Ok, I need some help. I'm working on a WC3 tool that optimizes the use of WC3. It will be released soon after I can work this bug out: I want to shell WC3 and WE, but whenever I try to open the file a message box pops up and says in these exact words.

Why does this obstacle stand in the way? I have the correct path and everything. If you need the part of the code needed to run the game then I will post it. Please someone HELP ME!! :roll:
