Is there any program which could decrease size of music/sound file and then imported in map with much lower size?

Any program that can reduce the bit rate. You can use:
http://audacity.sourceforge.net/download/

Or any other program that allows you to do that. A lot of sound converters will probably have the feature to allow you to change the bit rate.

I've been using this Sound Converter for a while now, it allows you to switch to some odd file types and it works pretty fast. Like Purge said, pretty much any sound manipulation program will let you reduce bit rate which can drastically decrease filesize (though it also reduced sound quality - it seems to effect low frequencies more with the quality then it does high frequencies so the melody part will most likely still play pretty well).

Nice! Audacity fixed the problem. Cut off few parts and made it to play in lower Hz rate, it really decreased size dramatically. From 2.8 mb to 800kb.

About switcher, I noticed that there is video converter which I needed so I can convert "FRAPS" movies into usual movie files. (FRAP movie file gets up to 2 gibs when record for 5-10 mins).

YOu can not really optimize sounds. You can however use more optional formats which compress better but WC3 supports none.

Your best bet is to lower the bitrate with a good algerthim.
