[General] Multiboard and Special Effects

Hi guys, im wondering if i can make special effects who on a specific group of players or just a player alone. Also im wondering if i can create a multiboard for a certain group of players and/or just a single player. if so how? also what is the limit for multiboards? how many multiboards can i make? thank you in advance for the response.
