Modifying Voices

Hello guys, can anyone tell me how to upload new voices for heroes and change it in world editor? Also, is there a software that can create voices like scary ones or monsters voices (like Nerubian voices or orcish voices or even human voices) that i can use to create a dialogue in a custom campaign? No, I believe he's asking how to digitally modify a sample of sound. For example, in movies a man may use a program to disguise his voice over the phone to conceal his identity. The voice may be very scary and deep.

You can alter the pitch, add distortion, etc. But perhaps effects would be cool to achieve all sorts of different sounding voices. I cant think of any such programs but I'm sure they exist.
