is there someway that u can actually make someone in a cinematic talk out loud like "Hello my name is Big Hukin Chikin" in a peon voice?

No... But you can voice record then import it into your map. Then you just use it as a sound and finally use this:
  • Test
    • Events
    • Conditions
    • Actions
      • ----- *Free Hand* -----
      • Cinematic - Send a transmission to (All Players) displaying "Hello my name is..." playing (BigHukinChickinSound). Add 0.00 seconds and wait

Do you have sound recorder? If you do, get a couple of friends. Have them read your lines aloud, and import it into your map. I usally get more then 2-3 other people to help me when using sound dialogue. It does make cinematics feel more real.

But if pulled badly, the voice could ruin the whole gameplay. Making voices that fits into the game is extremely hard.

Can be usefull to use vocoders :p

Better to find some "good" microphone. Those microphones for 20$ can be awful for recording voice.
